Copy of the discussion paper and minutes of a meeting that recently provided to the OSIC as part of a submission on the matter of the July 2023 version of the Fitness to Teach Threshold policy (OSIC Ref 202400474).

I refer to your request for information dated 19 August 2024 (FOI 24-25/33) in which you requested copies of “the discussion paper and minutes of a meeting” that formed part of a submission made to the Office of the Scottish Information Commissioner (202400474) which we have handled under the Freedom of Information (Scotland) Act (FOISA).
I have identified the records and have provided them with this response.
You will note that I have redacted this correspondence in line with our obligations under data protection legislation. This has been done to protect the personal information of individuals as disclosing this information would identify individuals. FOISA does not require us to provide this sort of information as it is exempt under section 38(1)(b).
While our committee papers and minutes are all private documents, we have assessed that we are in a position to release this specific information. In particular, the information discusses the proposed revisals to the Fitness to Teach and Appeals Rules 2012 which later went to public consultation on similar terms in conjunction with the passage of time since the production of the information. We therefore consider that these documents are not subject to certain exemptions within FOISA, specifically, those contained within section 30 given the passage of time as it applies to the content.
