Please provide me with a copy of the information the GTCS holds with regard to the updating of the Register. To include process, governance in place to avoid errors and or unauthorized changes etc.

I refer to your request for information (FOI 24-25/55) dated 24 October 2024 for records related to "updating of the Register” which we have handled under the Freedom of Information (Scotland) Act (FOISA).
You indicated that you had been told that “updates to the Register are made by IT” and asked for records to “include process, governance in place to avoid errors and or unauthorised changes” to records. Please note that updates to the Register of Teachers are not only carried out by the Digital team but by multiple teams within GTC Scotland.
On 22 November 2024, under our duty to provide advice and assistance we sought clarification from you in relation to the type of update to the Register that you wished to receive records on to assist us in responding to your request. You confirmed that you would restrict this request to “the change of a name, i.e., first or surname”. Our searches have identified a record relevant to this request, as detailed further below.
Please find the attached information labelled “FOI 24-25/55_Records” for disclosure under FOISA.
You will note that the document has been redacted in line with our obligations under FOISA. Where the redaction is in red, this has been done to protect the personal information of individuals as disclosing this could enable individuals to be identified. FOISA does not require us to provide this sort of information as it is exempt under section 38(1)(b).
Where the redaction is in black, this has been done under section 30(c) as disclosure is likely to inhibit substantially the effective conduct of public affairs being the operation of GTC Scotland. These records contain internal measures which reveal security information that could compromise our effective operation if disclosed. For this reason, we consider the public interest in upholding the exemption to outweigh the public interest in disclosing it.
