Applying for provisional registration
Introduction
Eligible student teachers complete the Student Application Form during the autumn semester.
This form is used to gather:
- the details required for Provisional Registration with GTC Scotland
- student teacher’s preferences for the allocation of probation placements

Probation
All newly qualified teachers in Scotland must complete a period of probationary service to show that they meet the Standard for Full Registration. Meeting this standard means they can take on the demands and responsibilities of teaching.
Two routes are available to complete this probationary service:
- Teacher Induction Scheme
- Flexible Route
Teacher Induction Scheme (TIS)
The Teacher Induction Scheme provides a guaranteed 1-year full-time training post in a local authority to every eligible student graduating with a teaching qualification from one of Scotland’s Higher Education Institutions.
Please note, for the current TIS year, the deadline for changing local authority preferences, is 7 February 2025.
Flexible Route
The Flexible Route is a way to complete probationary service for teachers who:
- have decided to opt out of TIS
- are not eligible to join TIS
- want the flexibility of working part-time
- want to complete their probationary period somewhere other than a Scottish local authority school
- already hold Full Registration in one or more subject(s)/sectors and are looking to gain Professional Registration in an additional subject
Fees for student applicants
Initial registration fee
The initial registration fee is £65 and is due before you enter the classroom in August.
We will ask you to pay this fee using the application portal once:
- your Higher Education Institution confirms that you have passed your course, and
- we have received your PVG Certificate from Disclosure Scotland
Once you are fully registered, you will pay an annual registration fee to maintain your GTC Scotland registration. You can find out more about the annual registration fee here.
PVG application fee
As an existing PVG scheme member, with membership for regulated work with children, you will be required to complete an Existing PVG (EPVG) scheme member application.
Checks will be made to cover the period when you joined the scheme up to the present date. There is an £18 fee for this payable by you to Disclosure Scotland.
If there is new information on your PVG scheme record, you will be required to complete a further full scheme record check for an additional £41 payable by you to Disclosure Scotland.
